The following rules and regulations have been adopted by the Wapping Cemetery Association, Board of Directors for the mutual protection of current and future lot owners, and visitors to the Wapping Cemetery. We must trust you will read and obey them and support their intent to provide public safety and pleasant and attractive area for the final resting place of our deceased. The Wapping Cemetery Association, Incorporated, may, and hereby expressly reserves the right, at any time or times, to adopt new rules, regulations and / or article, section, paragraph and / or sentence in these rules and regulations. The revisions will supersede all previous regulations.
Special situations may arise requiring exceptions or modifications to these rules and regulations. All decisions and interpretations will be made solely on the judgement of the Wapping Cemetery Board of Directions.
We welcome suggestions as to how we might improve our service and appreciate hearing your concerns.
1. The cemetery is open from sunrise to one-half hour after sunset. No persons are allowed on cemetery property after dark.
2. Children under sixteen years of are are not permitted within the cemetery unless accompanied by a responsible adult.
3. Dogs are prohibited from cemetery grounds.
4. Persons visiting the cemetery are prohibited from picking flowers, injuring trees, shrubs, or plants: or from writing upon, defacing, or otherwise damaging any monument, fence or other structure.
5.The discarding of rubbish on drives, paths, or any part of the grounds is prohibited. The cemetery provides receptacles for waste material at convenient locations.
6. Driving any vehicle in the cemetery in excess of 10 mph or in a reckless manner is prohibited.
7.Driving any vehicle on any grassed area (other than designated grass drives) without the express permission of the Sexton is prohibited.
8. Bicycles, motorcycles, mini-bikes, or motor scooters are not allowed on cemetery property - except as may be used to attend funerals or on business.
9. Bringing of firearms or other weapons into the cemetery, except by military escort accompanying a veteran's funeral or attending memorial service is prohibited.
10.. Henceforth: All reference to the OLD SECTION refers to sections 1 through 6, A through H, and section II. All references to the NEW SECTION refers to Sections I (the letter I), section 7 and 8, and all the sections defined in the future.
1. The purchase of price of all lots will have a portion invested with the Treasure of the State of Connecticut to insure the continued care of the lot (Perpetual Care). The Cemetery Board of Directors reserves the right to determine the amount needed for the such perpetual care, which will be kept within the provisions of the General Statues of Connecticut.
2. The Cemetery Board of Directors will take all reasonable precautions to protect lot owners and the property of lot owners within the cemetery from loss or damage; however, the cemetery distinctly disclaims all responsibility for the loss or damage caused by the elements, Acts of God, common enemy, thieves, vandals, strikes, malicious mischief makers, explosives, accidents, invasions, insurrections, riots or order of military or civil authority.
3. All Lots shall be held in pursuance of the provisions of the General Statutes of Connecticut and the provisions of the articles of Wapping Cemetery Association, Incorporated, and shall not be used for any other purpose than the burial of a deceased human.
4.The general care of the cemetery is assumed by the Cemetery Sexton and includes the cutting of grass and trimming around monuments and markers at reasonable intervals, the raking and cleaning of the grounds, and the pruning of shrubs and trees placed by the Sexton / Board of Directors. The general care assumed by the Sexton / Board of Directors shall in no case mean the maintenance, repair or replacement of any monument placed upon any lot nor the performance of any unusual work in the cemetery.
5. The Cemetery Sexton reserves the perpetual right of the ingress and egress over any lot(s) for the purpose of passing to and from other lots.
6. Interments must be within the boundary of the lot and in vaults of a type approved by the provisions of General Statues of Connecticut and the Wapping Cemetery Association Board of Directors.
1. The Cemetery is open for interments from 8:00 am to 3:00 pm daily excepts Sundays, Memorial Day, Thanksgiving and Christmas. Additional fees will be charged for Saturdays, holidays and after hour interments. Thirty-six hours' notice must be given for all interments.
2. All funerals, on entering the cemetery, shall be under the charge of the Cemetery Sexton..
3. Once a casket containing the decease is within the confines of the cemetery, no one will be permitted to open the casket without the consent of the legal representative of the deceased or by a court order.
4. Funeral directors, upon arrival at the cemetery, must present the necessary burial permit.
5. When an interment is to be made in a lot, the location of such interment shall be designated by the lot owner. Should the lot owner fail or neglect to make such designation, the cemetery reserves the right to use its own judgment. The cemetery will not be responsible for any order given by telephone, or for any mistake occurring from the want of precise and proper instructions as to the particular space, size or grave or location in a lot where interment is desired.
6. The owner or proprietors of any lot(s) shall not allow interments to be made in their lot(s) for a remuneration, nor shall any transfer or assignment of any lot(s) or any interest therein be valid. No disinterment shall be allowed without permission of the Sexton and / or Board of Directors. The Sexton is authorized to purchase lot(s) back at 90% of their original value.
7. No easement or right of interment is granted to any lot owner in any road, drive, alley, or walk within the cemetery, but such road, drive, alley or walk may be used as means of access to and from the cemetery or buildings as long as the cemetery devotes it to that purpose.
1. A permit must be secured from the Cemetery Sexton for all monument work to be performed in the cemetery. The Sexton shall have control of the placing of the stones monuments, and memorials on cemetery lots and of all foundations for the same. All foundations t least 42 inches deep.
2. To avoid the appearance of congestion and for ease of maintenance only one central or family monument shall be placed on a family lot. Where raised single markers have been previously installed on lots in the OLD SECTION (Sections 1-6, A-H, and II) permission will be granted to add additional markers to match those already installed.
3. All markers in the NEW SECTION (Section I, 7, or 8) and all single grave lots must be flush with the ground.
4. Monuments constructed of concrete, wood, tin, iron, or other materials considered undesirable or inappropriate by the Board of Directors are not permitted.
5. Permission for erection of monument or marker will not be given until payment for the lot has been made.
6. The general size and style of monuments shall be in keeping with those in adjacent areas.
7. Pre-need markers may be installed without foundations, to match other markers on the same lot. The cost of a permanent foundation must be paid to the cemetery on placement of all Pre-need markers. The cemetery will install a permanent foundation after the interment is made.
8. Any marker or monument previously installed (including its foundation), that must be moved for any reason, will require payment for the second foundation and re-setting of marker or monument.
9. The installing of lot corner posts or makers by the lot owner is not permitted. The cemetery reserves the right to install numbered lot markers in each corner and then only if flush with the ground. Previously installed corner posts and marker in the OLD SECTIO are exempt for this rule.
10. All workers employed by outside firms are subject to the regulations of the cemetery while within the cemetery.
11. If any monument becomes dilapidated or is considered a hazard in the judgement of the Board of Directors, the cemetery shall have the right to correct the condition or if necessary to remover the monument. Costs will be billed to the lot owner.
12. We recommend that the bases of monuments be left rough to prevent marring, as we assume no responsibility against chipping. Placing a monument or marker is a privilege; therefore, the responsibility for that monument or maker is with the owner who is solely liable for any damage.
1.NEW SECTION (Section I, 7, and 8)
A. The planting of shrubs and trees in the Wapping Cemetery New Section is not allowed.
2. OLD SECTION (Section 1-6, A-H, and Section II)
A. Existing shrubs / trees will be maintained by the lot(s) owner, in a manner that they are not unsightly, dangerous, detrimental over-sized (excessive height, over-powering the monument, obscuring a significant portion of the monument, etc.), or diseased. The cemetery will have the authority without further notification to the lot(s) owners, to remove all shrubs / trees that do not meet these standards and appear to be in lack of maintenance.
B. Existing shrubs / trees may be replaced with new dwarf shrubs / trees, but only immediately adjacent to the monument and at the expense of the owner. They must be maintained s described above.
C. No shrubs / trees will be allowed in any lot(s) other than immediately adjacent to the monument. No shrubs / trees in open areas will be allowed.
D. No NEW shrubs / trees will be allowed in the OLD SECTION without a written request to the Wapping Cemetery Board of Directors. Your request will be addressed at the next Board of Directors' semi-annual meeting. The Board of Directors will have the authority to approve or deny your request.
New shrubs / trees planted in the cemetery not following this procedure will be removed and without further notification to the lot(s) owners.
Urns- Annual Flowers-Floral Baskets - Personal Memorials
1. Plants or flower in pots or containers may be placed on the lot but only immediately adjacent to the monument. The urns, pots, or containers should be of suitable style so as to prevent overturning by the wind and of a weight that can be lifted by one hand to facilitate trimming the grass.
2. Artificial flowers may be used only if they are securely fastened in a container and weighted so the wind can't tip them.
3. Glass jars and wire holders present a hazard to the cemetery workers; therefore, their use is prohibited.
4. A small bed will be allowed in the front of the monument only, and in proportion to the size of the monument.
5. Loose stone, marble chips, wood chips, etc. present a hazard tot he cemetery workers; therefore, their use is prohibited throughout the cemetery.
6. Fencing or edging of any material is not allowed throughout the cemetery.
7. Personal memorials (angels, ornaments, etc.) are only allowed on the base of any monument. No memorials on the adjacent ground or beds will be allowed. Memorial candle are only allowed directly against the monument.
8. The Wapping Cemetery shall not be liable for any floral piece, baskets, pot, container, person memorials, candles, etc.
9. The Wapping Cemetery shall have the authority to remove all floral designs, flowers, baskets, pots, containers, person memorials, fencing, edging, etc. that in the judgement of the Cemetery Sexton / Board of Directors, are unsightly, detrimental, inconvenient to the lawn maintenance crews, or do not conform to the Rules and Regulations of the Wapping Cemetery.
